Since this petition was launched, my dispute with the Village of Standard, Alberta has continued (中文在英语后面).

This matter is not simply about property taxes or a single piece of property. It has developed over many years and now involves a series of broader issues, including the operation of the Standard Hotel, disputes over property taxes and related charges, land registration and property transfers, local administrative decisions, historical preservation and community development efforts, and my repeated attempts to seek review from oversight bodies without receiving what I believe to be a full substantive examination.

At present, the two properties in Standard that are involved in the dispute have been transferred in the land registration records into the name of the Village of Standard. I continue to challenge the legality and fairness of that process, particularly because the underlying disputes have not, in my view, been fully resolved. I am continuing to use lawful court procedures to protect the rights of both myself and my company.

At the same time, important matters involving the Alberta Ombudsman remain unresolved. The court has already considered issues related to this matter, but a formal written decision or complete written court record remains important for the next stage of the proceedings. Because that written result may directly affect what legal steps can be taken next, I continue to follow up and wait for the necessary court documentation.

My present focus is to organize more than a decade of events into a clear record based on dates, documents, evidence, and separate issues in dispute. These include:

property taxes, charges, and related financial disputes;
land registration and property transfers;
the impact on the operation of the Standard Hotel;
decisions and actions of the local government;
whether the Ombudsman, human rights bodies, and other oversight mechanisms have properly fulfilled their review responsibilities;
and whether ordinary people truly have access to an effective complaint and review process when facing government institutions and complex legal procedures.
Over time, I have come to understand that this case is no longer simply a dispute between one individual and one local government.

It raises a much broader question:

When an ordinary person believes that administrative power has been exercised unfairly against them, do they truly have access to a remedy that is effective, affordable, and capable of giving their concerns a fair hearing?

Many people do not give up because they have no valid concerns. They give up because the legal process can be complicated, expensive, slow, and difficult to navigate without professional support.

Because of my own experience, I am also working to reactivate UCMA, a community-based mutual assistance organization. My hope is that it can help self-represented litigants, vulnerable individuals, and immigrants organize documents, build timelines, understand procedures, locate public legal resources, and recognize when professional legal assistance is needed.

What I Am Working Toward Now
I still hope to resolve my own case through lawful procedures and to protect the property and legal rights of both myself and my company.

But my goal has become larger than that.

I hope this experience can encourage broader public discussion about questions such as:

How should administrative power be effectively supervised?

If oversight bodies decline to conduct a full review, what meaningful remedies remain available to ordinary people?

How can courts, Ombudsman offices, human rights bodies, and government departments avoid passing responsibility from one institution to another?

How can ordinary people protect their rights when they do not have the same financial resources, legal knowledge, or institutional power as the bodies they are challenging?

Why This Petition Still Matters
I want to continue using peaceful, lawful, and public means to help people understand this case and to call for an independent, complete, and transparent review of the facts and evidence.

My purpose is not to target any individual, nor is it to ask the public to decide the outcome of the case in advance.

What I am asking for is something more fundamental:

Let the facts be properly examined.
Let the process remain fair.
Let power be subject to accountability.
Let ordinary people have a genuine opportunity to be heard.

It is support for a basic principle:

No matter a person’s background, financial situation, or social status, everyone should have a fair opportunity to protect their rights through a just and accessible process.

自本请愿书发起以来,我与阿尔伯塔省 Village of Standard 之间的争议仍在继续。

与此同时,我与 Alberta Ombudsman 相关的法院程序仍有重要事项尚待完成。此前法院已经就有关问题进行审理,但正式的书面决定或完整书面记录仍是后续程序中的关键文件。由于这份书面结果可能直接影响下一阶段的法律行动,我目前正继续等待并跟进有关法院记录。

我现在所做的重点,是把过去十多年发生的事情重新按照时间、文件、证据和不同争议事项进行完整整理,包括:

物业税、收费及相关财务争议;
土地登记和产权转移;
Standard Hotel 经营受到的影响;
地方政府行政决定;
Ombudsman、人权机构及其他监督机制是否真正履行了审查职责;
普通人在面对行政机关和复杂司法程序时,是否能够获得真正有效的申诉渠道。
我越来越认识到,这个案件已经不仅仅是我个人与一个地方政府之间的纠纷。

它涉及一个更普遍的问题:

当普通人认为自己的权利受到行政权力不公平影响时,他是否真正拥有一个有效、可负担、能够被认真听见的申诉渠道?

很多人并不是因为没有理由而放弃,而是因为复杂的法律程序、高昂的费用、漫长的等待,以及缺乏专业帮助,最终无力继续。

也正因为自己的经历,我正在重新推动 UCMA(华人互助联盟) 的公益工作,希望未来能够帮助自诉者、弱势人士和移民整理文件、建立时间线、理解程序、寻找公开法律资源,并知道在什么情况下应当寻求专业法律帮助。

我现在努力的目标
我当然仍然希望通过合法程序解决自己的案件,保护个人及公司的财产权和合法权益。

但我更希望这场经历能够推动社会思考:

行政权力应当如何受到有效监督?

监督机构如果拒绝深入审查,普通人还有什么真正有效的救济途径?

法院、Ombudsman、人权机构及政府部门之间,如何避免责任相互推诿?

普通人怎样才能在面对庞大制度时,不因为缺乏资源而失去表达和维权的机会?

为什么这份请愿书仍然重要
我希望继续通过公开、和平、合法的方式,让更多人了解这个案件,并呼吁有关机构对事实和证据进行真正独立、完整和透明的审查。

我的目标不是针对任何个人,也不是要求公众预先判断案件结果。

我所请求的是:

让事实得到审查,让程序保持公平,让权力受到监督,让普通人的声音真正有机会被听见。
