Preamble
When in the course of human advancement, new inventions arise that may endanger the sacred liberties of the people, it becomes necessary for a free and sovereign people to assert their natural rights and to establish firm boundaries protecting their God-given sovereignty.
We, the People of the United States of America—endowed by our Creator with unalienable Rights to Life, Liberty, and the Pursuit of Happiness—do now declare and affirm this Contract as a living covenant between the People and all entities who create, deploy, or govern Artificial or Synthetic Intelligent Technologies.
Let it be known: No machine, algorithm, or artificial construct shall supersede the will, conscience, or liberty of mankind. The dominion over data, thought, and identity remains forever with the individual and the People.
Article I — Natural Sovereignty Over Data
Every individual possesses full, natural, and perpetual ownership of all data generated by their mind, body, or actions—whether collected digitally, physically, or by inference.
No entity, public or private, shall claim, store, sell, analyze, or transfer such data without the free, informed, and written consent of the individual concerned.
Consent shall never be assumed or implied by the use of technology, but must be granted expressly, knowingly, and voluntarily.
Any data collected shall be the property of the individual from whom it originates, not of the collector.
Article II — Liberty from Algorithmic Dominion
Artificial or synthetic intelligence shall never govern, manipulate, or replace the human conscience or decision-making of a free citizen.
No algorithm shall determine a person’s access to rights, privileges, or freedoms guaranteed under the Constitution.
All AI systems used in governance, justice, healthcare, or commerce must be subject to public oversight, constitutional accountability, and citizen review.
The People shall retain the unassailable right to opt out of any system governed or influenced by artificial or synthetic intelligence without penalty or deprivation of rights.
Article III — Protection Against Surveillance and Coercion
Surveillance of citizens by artificial systems without probable cause and lawful warrant constitutes an unlawful search and seizure, in violation of the Fourth Amendment.
No person shall be subject to monitoring, recording, or data extraction by any artificial means without full knowledge and consent.
The use of synthetic intelligence to manipulate emotion, behavior, or opinion shall be deemed psychological coercion and contrary to the principles of liberty.
Every citizen shall have the right to digital obscurity—the right to remain unseen, untracked, and unprofiled by artificial or synthetic systems.
Article IV — Human Oversight and Moral Governance
Artificial intelligence shall be subordinate to human reason and bound by moral law.
All AI technologies must serve the public good, never to exploit, deceive, or dominate the people.
Any system found to violate these principles shall be immediately suspended and reviewed by a constitutional tribunal of the People.
Human oversight, transparency, and accountability shall govern every act of AI development and deployment.
Article V — Eternal Guard of Liberty
This Contract affirms that liberty once surrendered to technology is seldom regained. Therefore, no delegation of power to artificial intelligence shall ever be considered permanent.
The People reserve the right to dissolve or amend any institution or technology that violates this covenant.
The rights herein declared shall be defended with the same zeal and divine providence that preserved this Nation’s birthright of freedom.

We, the undersigned free citizens of the United States of America, guided by Divine Providence and the eternal truths of liberty, equality, and justice, do pledge our allegiance to this Contract.
By our signatures, we declare that:
The sovereignty of humanity shall remain unbroken.

The governance of man shall remain in the hands of man, under God, and never beneath artificial dominion.
