Homeless people do not need you to ridicule them, fine them because they have no where to live. They need your support, shelter, job opportunities and hope. Fining them £1000 for sleeping rough in Chester will not solve the fact they are homeless and won't be able to pay these fines. Stop this ridiculous proposal now.
