Cat Owners Need To Be Held Accountable

Cat Owners Need To Be Held Accountable for their cats actions.
if a cat is on the loose and attacks another animal, native or domestic, currently there is nothing you can do about it.
If the cat attacks your pet, you are left to deal with the vet costs.
THIS NEEDS TO CHANGE
The law states that if you own a pet, you must contain that pet to your premises and be responsible for its actions. However this does not apply to cats. WHY!
Why should I obey the rules and keep my pets contained, but when a cat intrudes and causes injury, I’m the one left paying the vet costs?
Help me to change these laws so that Cat owners are held accountable when their animal causes injury or death to other animals and are treated the same as Dog Owners.
