Baltimore and Montgomery Counties Have Local Control


The Maryland Association of Counties' orientation to newly elected officials states that Baltimore and Montgomery counties have more local control on tax caps, excise taxes and impact fees.
Both are so-called Charter counties.
Howard County is also a Charter county. So why is it subject to more scrutiny and control by State Legislatures from Annapolis?
Baltimore County's impact fee legislation comprises of the lines displayed in the image, whereas Howard County's bill fills six pages to account for various carve-outs and exemptions required by special interest developers.
Why are State Legislators led by Senator Guy Guzzone imposing undue controls over Howard County?
Furthermore, why is the local government led by County Executive Calvin Ball not asserting and demanding more control?
