Karnataka Housing Board invited applications for allotment of sites in Suryanagar Phase II in Feb 2010 at a cost of Rs 650/- per sq ft and Initial Deposits ranging upto Rs 6,50,000/-. While some of the applicants were allotted sites by Dec 2010 at the promised rate, the remaining applicants received NO further intimations. Finally, in May 2012, the remaining applicants were allotted sites in Suryanagar Phase III which is about 9 Kms away from Suryanagar Phase II at an increased cost of Rs 900/- per sq ft. Applicants rejecting the offer were asked to forgo 25% of the ID. Considering the heavy penalty, most of the applicants accepted the sites in Phase III. The balance of payments were by Sep 2013.
Despite payment of the ID in March 2010 and the balance in Sep 2013, the sites sold in Phase III have not been provided with the basic amenities such as electricity, water, street/security lighting or proper road network till todate in 2018. Allottees submitting the Conditional Sale Deeds (CSD) are not intimated of the execution of the same by the AEE. CSD are not being registered by the Sub-Registrars for want of E-Khata. KHB has not obtained E-Khata from the Gram Panchayat in its own name compelling the allottees to get the same done at their cost. Possession Certificates are being issued before the completion of the Developmental Works. While road network is incomplete and many pockets are without roads, most roads which are laid have already given way need urgent maintenance. OC for Houses are not being issued. Houses are ill-maintained and house owners are not informed of the Defect Liability Period. Defects are not being rectified despite follow up. Water is being supplied to houses in tankers at exorbitant price. While KHB procures water at Rs 150/- per tanker, it sells the same to residents at Rs.500/-. Allottees are forced to pay tax to the Panchayat and Maintenance Charges to KHB as well. While KHB has committed to RERA that water and electricity infrastructures will be developed by them, neither KHB has completed the work nor have they arrived at any working modality with BWSSB or BESCOM. Suryanagar Ph III is required to be registered with the Real Estate Regulatory Authority but the same has not been done and RERA is investigating the case since May 2017. It is suspected that the cost of sites collected for Phase III is being utilised for development of Phase IV which is against RERA Act, 2016.
