*Targeting 700 signatures*

Being a public area of Singapore, the Sky Garden located at Skyville@Dawson has faced overcrowding issues on major festivals and holidays which created much inconvenience to the residents of the blocks. This is very different from a public park as facilities are generally not affected at such areas. Few problems highlighted that has been created by opening of the Sky Garden to the public:

  1. Loud noises - Shouting and screaming, accompanied by blaring of loud music, are constantly heard from the various Sky Gardens (not just level 47) and disturb the sleep of the residents.
  2. Dirty Environment - People publicly urinate at the Sky Gardens, with a lot of other people smoking, drinking and throwing their rubbish around. There are even people peeing in the stairways or in front of other peoples' houses on their way down!
  3. Lift Congestion - Residents are unable to utilize the lifts to return home as these are constantly occupied by non-residents and we already have a very small number of lifts. 4 sets of lifts to cater for 368 households! Should there be an emergency for medical situations, the congestions and queues of the lifts will cause medical delays which could potentially be life-threatening.
  4. Safety - The Sky Garden has created a space for groups to loiter around and these people potentially poses as a threat to the safety of the residents.

Above all, with the current COVID19 situation, there are often no safe-distancing between the users of the Sky Garden which poses as a potential health threat! As such, we would like the government to take on at least one of the actions below, to not compromise the living standard of the residents of SkyVille@Dawson.

  1. Prioritize lifts for residents during festive periods - 2 lifts out of every block should be given access to only residents and should not serve Level 47. These lifts can either only be accessed through key cards that are given to residents or manpower will need to be employed to man the lifts during such times.
  2. Charging of fees for non-residents of SkyVille@Dawson - A small sum of S$5 can be charged for non-residents, similar to how Pinnacle@Duxton is working. A similar restriction to lifts will have to be implemented. The additional fees can be used for cleaning services after major festival events.
  3. Increase of Police patrol after 1am - Many of the non-residents continue to loiter around the area after 1am, creating much noise pollution to the residents who are trying to take a rest. Police should be deployed to scatter the crowd after all the countdown events.

The residents of Skyville@Dawson are not trying to privatize the SkyGarden or seem to think that only we deserve such a wonderful view. However, after 5 years of opening the area to the public, it has been obvious that Singaporeans cannot be trusted with nice things or to be considerate to the residents of the area. As such, we urge the government to help the residents of SkyVille@Dawson to ensure that our neighbourhood is still a safe and nice place to live in.
