This law raises the cost of veterans' service dogs, increases the waiting period for veterans who want service dogs and PROHIBITS veterans from accessing healthcare if they use a dog fron an organization that is not accredited or a dog they self-trained, or a dog they have had trained for them. Under this law, veterans have FEWER rights than other persons with a disability.
