From May next year horse box owners over 3.5t will have to pay £60 per day for using their horse box within Clean Air Zones. Many horse box owners use their boxes for transporting their horses to events, clinics, equine hospitals or simply to get their horses to open spaces for exercise when they are limited to dangerous roads around their stables. 
The majority of horse boxes are converted on older lorries that simply would not be financially viable to convert or is unable to be converted. To upgrade to a box over 3.5t that is compliant would cost tens of thousands of pounds and again isn’t viable. 
Without access to a larger horse box a lot of people simply won’t be able to transport their horses which will ultimately lead to either an untimely death when they can’t get to an equestrian hospital, fewer people being able to afford to travel to competitions meaning that they will steadily decline and have an impact on equestrian centres, more horses will be taken out on main roads for exercise. 
HGVs that are used for business purposes will be able to recoup the £60 through their business charges. Equestrians will not. 
The following year there will be an introduction of £10 per day for 3.5t which again will have a further knock on effect to equestrians but not as much as those boxes over 3.5t.
