Govt afraid of abilities of General Category Candidates and at the same time is more afraid of Reserved Category votes hence playing hide and seek. Democracy elects leaders to form the Govt.Examination system is to select the best for execution of programmes and policies But they are all afraid. Neither picking up the best nor allowing them Promotion.Hence twisting and reeling down under pressure from the Voters of Reserved Category.Why they don't bring in place a system where there is no examination only selection by vote. Gradually they will compel you to press the foot of the reserved categories.
