 "IT WILL BE EFFECTIVE ONLY ONE MONTH AFTER THE APPROVAL BY DFS"

As we are aware of the system, DFS may take long time to give its approval which may postpone the payment for several months .

That is the understanding we have on past experiences.

 1) FAMILY PENSION

In 11th bps.. family pension was agreed to.

In settlement itself it was told that it would come to effect only after Govt's approval.

 Though other major components of revision of wages were effective from the due date 01.11.2017

 Family pension revision from 15%, 20% to 30% were neither given from 01.11.2017 and Nor from 11.11.2020 ie. the date of settlement

 It was given effect only after DFS's approval to it on 01.04.2021. That was one of our past experiences

The announcement of the approval and implementation came only later and the arrears from 01.04.2021 was actually given for more months at a later date.

 If we go thro the past posts in our facebook group...

You can find the exact date of its implementation.

No interest payment even from 01.04.2021 the announced date of implementation was allowed.

 2) Stagnation increments

In 11th bps 9 th stagnation increment was agreed to.

But its application is not from 01.11.2017 the date of effect of bps .

It was termed as Notional benefits only counted for pension to those retired before the settlement date of 11.11.2020.

Real effect for 9th stagnation for award staff and one more stagnation increment to officers is only from Nov 2020

WHY IT GOT 3 YEARS DELAYEDhy IMPLIMENTATON??

To lessen their overall estimated cost.

3) in X th bps also.. the effect of additional stagnation increment was "NOTIONAL" from 01.11.2012 and its real benefit was only from May 2015 , the month of date of signature to the settlement ie on 25.05.2012

"Notional" was termed as it would be taken for pension calculation for those retired in between the period from Nov 2012 to Apr 2015.

No Arrears for that period to any one whether serving or retired

4) Even in the past also we had seen these practice of postponing the EFFECTIVE DATE OF IMPLEMENTATION of the settlement

In 7 th bps for officer it was only from 01.04 .1998 not from 01.11.1997

5) In 7 th bps..1616/1684 formula for pension basic was introduced at first and rectified in 2018 after Murmu conmittee recommendations

Not from 01.11.1997 But from 01.05.2005 only

 No arrears for that period . No interest for the entire amount paid after nearly 2 decades ie in 2018.

 6) We can also note the date of settlement of past bps

 6 th 01.11.1992. 14.02.1995

 7 th 01.11.1997 11.05.2000

 8th. 01.11.2002. 02.06.2005

 9th. 01.11.2007 27.04.2010

         2nd hike . 01.05.2010

 10th.01.11.2012. 25.05.2015

 11th. 01.11.2017. 11.11.2020

 For officers ..date of implementation was still delayed 

 7) Pension ceiling revision

✴️5 th bps- From 2400 to 3775 rectified in SBI by Murmu committee recommendation only in 2017

✴️6th bps- From 3775 to 4250 effective date 01.11.1993 rectified in SBI from 01.11.1992 only in 2017

✴️7 th bps- From 4250 to 7120 

 w.e.f 01.05. 2005 not from 01.11.1997 in sbi after Murmu committee recommendation

 ✴️8 th bps- From

 7120 -1520 to be effective from 01.11.2002 in SBI .

 But given only from 01.05.2005 

 Pension basic revision not done from its due date in the past.

In 2017 by murmu committee recommendations such aberrations were though removed but not from the due date

Also no interest on arrears were allowed even rectification happened only after 10 to 20 years!!!

 If we go to 4 th, 5 th BPS

 Settlement effective date itself might be more than 1 year after the due date ( exact dates to be verified by searching out the copies of the settlement)

 So on every bps the effective dates were not from the due dates for all the components.

 Either effective dates are postdated or the revision was notional till before the settlement month.

These all are happened taking into account the pre determined fixed incresse for wage cost

In wage accord IBA under DFS's direction has a major dominant role and major unions of UFBU have to give up many of its demands in their Common charter of demands.

Whatever agreed is picturized as achievement and celebrated ignoring many adverse clauses.

Participation of pensioners confederation in wage & pension negotiation alone can make settlements taking care of better pension on retirement
