Nothing is immortal / permanent in this Universe.. Even Inanimate objects too do perish.. A hard reality... That way, For obvious reasons even the Organisations created by individuals have also been VANISHED / PERISHED.... HISTORY VOUCHSAFE.

The recent mergers in the banking industry stand is an OCCULAR EVIDENCE.

Quite ibviously It's ramifications reflected on the respective Unions & Associations - both working & reiree Workforce...

A CONSEQUENTIAL NATURAL PHENOMENA ONE HAS GOT TO ACCEPT....UFBU CAN NEVER BE AN EXCEPTION TO THE ABOVE HARD REALITIES...

THE FOLLOWING "ALARAM BELLS" STAND AS TESTIMONY.

OBVIOUSLY THIS IS BOUND TO BE IMMINENT - ESPECIALLY IN MAJOR VOLUENTARY ORGANISATIONS LIKE TRADE UNIONS, WHERE ONE EGOISTIC INDIVIDUAL'S "SELF-AGGRANDIZEMENT" SUPERSEDES THE COLLECTIVE INTERESTS OF ALL THE MEMBER-CONSTITUENTS !!! ... AN UNPALLETABLE HARD REALITY...*

THUS, UFBU HAS BEEN REMAINED AS DIVIDED HOUSE..

In addition to the demand of updation, AISBISF has placed two more demands

1) pension on last drawn salary

2) additional pension at the age of 80 y 90y 100y.

Sri Sanjeev K Bandlish has sought a meeting directly with sbi corporate centre officials to present our views and requesting the bank to consider it for presenting before the govt appointed committee

While happily welcoming all these developments we 

wish that the report of the committee scheduled to come on or before 21 st july 2023 should be positive in all aspects to get our demands realised.

Mr. K.V. Acharya ji,


After SBI’s Chairman graciously paid on 1stJuly 2023 (which was SBI’s Birth Anniversary Day) a one time ex-gracia bonus to SBI pensioners who have completed 75 years, AIBPARC has written a letter to IBA on 1.7.2023 requesting IBA to issue guidelines to all PSBs to pay ex-gracia on similar lines to PSB pensioners. AIBPARC’s intention is appreciated. But I can not understand what purpose your letter to IBA will serve except that your gesture pleases the PSB pensioners.  I am sure that you have no doubt in your mind about the possible outcome of your letter by way of reaction from IBA. IBA will ignore your letter, and nothing will happen. The purpose would serve better if AIBPARC takes up the matter simultaneously with the Chairmen/CEOs of PSBs too to show compassion towards PSB pensioners. The reasons for my suggestion to you are as follows:


1. All PSBs have autonomy in HR matters as admitted in writing by GOI (DFS) itself.
2. SBI did not consult IBA or take its approval before taking its decision on ex-gracia payment.
3. IBA is not the Controlling Authority of PSBs. As 100% owner of PSBs, the GOI may be deemed to be their Controlling Authority, but IBA is not. IBA’s guidelines are not binding on PSBs on matters especially relating to pensioners.


It is appropriate that AIBPARC takes up the matter with the Finance Minister and the PSB Managements rather than with IBA. By writing to IBA, you have assumed that IBA has powers to govern the PSBs on all matters pertaining to retirees.


IBA existed even before Bipartite Machinery came into operation. IBA’s role was specified long ago, and no change has been made. Before BPS mechanism commenced, IBA had no role to play in the fixation of salaries for Working Staff. This new role of conducting negotiations for wage revision was a Genie (of Alladin’s wonderful lamp) created by Working Staff Unions to suit their convenience to retain solidarity of all PSB employees and to attain uniform pay structure for all. The Working employees’ Unions found it easy to deal with one agency to settle their Salary increases, as otherwise it would be very difficult for them to deal with individual Managements of PSBs, which were too many. This suited the Managements as it took away a major problem of dealing with Industrial Relations issues from them and made their life easier. The PSB managements were too happy to give mandate to IBA to negotiate with Working Employees’ Unions on wage related issues. There is no mandate to IBA to settle matters other than wage related issues. This suited GOI too and they have been watching the Tamasha going on between IBA and UFBU, as if they have no role to play with regard to the welfare of PSB employees.


Pension matters have been deliberately pushed into a “grey area” by both IBA and Working Staff Unions as it suited their individual interests. Both never evinced much interest in the welfare and rights of pensioners. Bank managements never gave any mandate to IBA to specifically settle pension related issues with UFBU. In spite of Court judgements stating that “Pension is an extended wage”, “Pension is not a bounty” etc., both IBA and UFBU continued to treat Pension related issues as if they did not fall within their purview. In the process, pensioners’ interests have suffered badly.


The Working Staff Unions have made BPS mechanism a “Frankestein” and they are themselves now experiencing the results like in the story of “Bhasmasura”. The Working Staff had strengthened the illusory powers of IBA and now they are being ignored and kept at a distance by the same IBA.
When this is the case, what purpose will it serve for AIBPARC to write to IBA alone asking them to issue guidelines to PSBs to pay ex-gracia?
