PREAMBLE:
You are quite aware that , for the first time in the Banking Industry, Pension Scheme for the employees of the Reserve Bank of India, was introduced in year 1990 with the initiative of the Government and the same was intended to be introduced in all the banks in the public sector.
With this intention, A DRAFT COPY OF THE PENSION SCHEME (as adopted in RBI ) was sent to the CMDs of all the PSBs to expedite necessary formalities for its introduction by taking the consent of all the unions for its smooth introduction.
That’s how an MOU was signed between the Bank managements and unions representing both the Workmen employees as also Officer-employees, in the year1993, WITH THE PRIOR CONSENT OF THE RESPECTIVE BOARDS OF THE BANKS WHICH PLEASE NOTE.
As per the above MOU , All of us are aware of the clauses in Pension Settlement 1993 which provide for
1) DA to pensioners in line with DA formula applicable to Pensioners in RBI and
2) Updation of Pension also in line with formula for updation applicable to Pensioners in RBI in terms of Clause No.12 of the Settlement provides for negotiation and settlement of updation on the lines as are in force in RBI.
(Negotiations took place in the Small Committee and it was agreed that updation will be extended as per formula prevailing in RBI.)
But while signing the settlement, Pension updation was restricted to only to those who retired between 1st. Jan.1986 & 31st,Oct.1987 (this includes additional pension).
Subsequently in the year 2003 by an amendment, the above restrictive clause was removed from the pension regulations to make it applicable to one and all.
Accordingly, we took up the matter with the Law ministry vide letter dated 28th.Oct.2017 requesting for proper direction to all the concerned in the matter.

CURRENT SCENARIO:
The long drawn formidable fight (organisational / legal ) given by both serving and retired employees has ultimately resulted in the restoration of Pension Updation in Reserve Bank of India.
Despite this positive development , IBA has been adamant to extend this long awaited benefit to us on some pretext or the other .
The disunity among the constituents of UFBU has become handy to IBA to play its dirty game as evidently surfaced during the course of ongoing negotiations.
It's unfortunate that some major constituents of UFBU have become the "MOUTHPIECE OF IBA" to dilute the spirit of Pension Upadation on RBI Lines.
Even a retiree organisation is also toeing in line with the same "MOUTHPIECE OF IBA" who also sabotaged the legal fight in 100% DA case in the Supreme Court some time in the recent past. This is besides sabotaging the prospects of commutation arrears to the pre-2002 retirees which was successfully secured by Com. C N Prasad in State Bank of India.
BETTER LATE THAN NEVER - THANKS TO BEFI FOR THEIR FIRM STAND IN THIS REGARD.
OTHER CONSTITUENTS OF UFBU WHO EXPRESSED THEIR RESENTMENT ALSO TO COME OUT OPENLY NOTWITHSTANDING THE FACT THAT THEY ALREADY SIGNED THE "MOU"
WHEN THEY COULD GIVE SCANT RESPECT TO THE SIGNED MOU AT THE TIME OF SIGNING THE PENSION SETTLEMENT IN 1995, WHY NOT NOW FOR A BETTER CAUSE ..??
BY DEFYING THE PRESENT MOU, THEY WILL BE DOING A YEOMAN SERVICE TO THE FRATERNITY OF BANK RETIREES AND THEIR POSTERITY. !!
