Despite the Navaratri celebrations and receiving advance payment of arrears of salary, a pall of gloom has descended on the Bankers community. There is uncertainty and confusion in the minds of all officers! They dread to think what is in store for them! But unfortunately the largest umbrella body of bank officers our beloved AIBOC is not forthcoming and informing the affiliates/members what is our plan of action, how do we counter the calculated and cunning moves of IBA/ Govt.
Members are constantly asking us to throw some light on the wage settlement issues/mergers/strikes etc. but unfortunately we are not in a position to clarify any of their concerns!
Hence, in view of the foregoing, I request the top AIBOC leadership to come out with clear picture of what is happening and clearly spell out regarding...
What is our stand on COD or are we going with UFBU in accepting 12% or some say 15% increase in our wages or fight for our legitimate demands as per COD?
Now, the minimum wages bill has become an ACT and we have demanded our wage structure on the lines of CPC which has constructed the wages on the basis of MINIMUM WAGES concept. Now should we not ask the IBA/Govt. what is their stand on Minimum wages act? and whether the same is applicable to Bankers? If so, how they are going to construct the wages of Bank officers?
Members second concern is whether the special allowance created in the last wage settlement would be merged with basic this time (of course, it would become superfluous, if our basics are aligned with CPC). I draw your attention to the fixing of basic salary for the newly introduced scale VIII wherein there is no mention of special allowance and it appears that it is merged with basic!
Then the question of fractured mandate! We have been fighting and pursuing with this toothless, non- legal entity called IBA for inclusion of all scales upto VII ( and now upto scale VIII) for wage settlement and even didn’t attend couple of meetings just on this issue!! Dear sir! Now the very IBA we were pursuing for this issue has clearly stated that they are just a voluntary association of bankers and they don’t have any legal status or any sort of authority to direct any banks regarding any issues whatsoever!! In the above backdrop, should it not the responsibility of the individual affiliates of AIBOC to pursue with their respective managements to resolve this issue instead of pursuing with this boneless body for resolving the same?
And sir, regarding the question of opposing mergers, we had lost a golden opportunity to oppose the same atleast theoretically and we could have the moral satisfaction of opposing something which is against the interest of PSU banks!
Now, AIBEA and BEFI are going on strike on the above issue in the third week of this month. What should be our stand? They will definitely project themselves on moral high ground though we all know how opportunists they are?
Sir, lastly, please don’t think otherwise that I am posting this message in this forum. I believe our beloved AIBOC should be a transparent, democratic organisation and we should discuss all matters freely and fiercely in any forum without attributing any motives/intentions! In this year of 150th year of birthday celebrations of our father of the nation, and also in this vicious atmosphere of branding everyone as anti national who questions the Govt. let us carry the true democratic principles of this great nation!
