Good News. Hon'ble Supreme Court ordered payment of differential Commutation along with interest and recovery for a period of 15 years from the date of payment. Supreme Court also ordered payment of DR in terms of Regulation 37, but to approach appropriate forum, in case it is not paid.

Bank should comply within four weeks and file compliance affidavit within six weeks, failing which contempt would be restored. This is applicable to all those who received arrears.
