Below is the list of necessary review and approval steps provided by Leslie Del Monte, City of Hollywood staff member. It was estimated that the review and approval steps would take at least 18 months but more realistically 22-24 months. Related Group (the developer) has only been given permission to go forward with the review and approval process, not for a specific plan. That is what this process handles:
• Land Use Plan Amendment (LUPA)
City, County, and State process to change the future land use for some portions of the property. This addresses the development thresholds and uses.
· PACO Meeting (Pre-Application Conceptual Overview)
Kicks-off the Development Review Process, quick 10-15 minute meeting introducing the project.
Public meeting. Public can listen, but not comment.
· Staff Review. Staff reviews the LUPA application and ensures all requirements are met.
Comments are provided. Resubmittals are typically required to address staff comments.
· Public Participation Meeting
Meeting coordinated and hosted entirely by the applicant with the community.
· Planning and Development Board (PDB)
Serving as the Local Planning Agency, the Board reviews then LUPA application and forwards a recommendation to the City Commission.

· City Commission – First Reading*
The City Commission reviews the LUPA application and forwards a recommendation to the County.

· Broward County Commission
The County reviews the LUPA application and considers it for approval.

· Technical Advisory Committee (TAC) Sign-off. TAC reviews the site plan and design application and ensures all requirements are met.
Appicant is responsible for acquiring the signatures of any discipline with outstanding comments prior to Board submittal.
· Planning and Development Board (PDB)
The Planning and Development Board reviews then site plan and forwards a recommendation to the City Commission.

· City Commission
The City Commission reviews then site plan and design application and considers it for approval.

At this point, the project could move forward to Building Permit.
Reviews and approvals by external agencies may be required at any point during this process.
There also isn’t approval yet for them to change the 1 acre controlled by the National Park Service (that acre was bought with Land and Water Conservation Funds).
*City Commission meeting dates for LUPA, Street Vacation, and Platting may coincide, as these processes may be done concurrently.
At any point in time, residents who live within 500 feet, or a condo association within 500 feet, could decide to become plaintiffs on a lawsuit to stop this project once and for all.

REFERENDUM UPDATE:
In regards to the City attorney's "interpretation" of our referendum efforts:
The City is claiming that their interpretation of the referendum process is that we can only do a referendum on an ordinance, not a resolution (Related deal). However, after running the argument by our attorneys, the attorneys agree that there is a very good chance the City attorney is wrong. So, our strategy is to keep pressing on with referendum efforts. The fight is worth it. Please pitch in, help, share the info on Next Door and social media.
