Back in the 80’s, federal funding was given for Harry Berry Park. They were Land and Water Conservation Funds. This means that the park is federally protected and any changes to it are supposed to be a very extensive application process and possible full NEPA review (most likely with a public comment period). The developer might even fail to get the approval.
The city of Hollywood is now aware of this and has been sent a letter from FL DEP.
Here’s more about this program/funding:

Residents in the Naples/Ft Myers area were able to stop condominiums from being built using this exact same argument. The Harry Berry land had received this exact same funding.
In short, no changes to Harry Berry Park can be made without approval from the National Park Service because it’s considered a Conversion of Use. Even if the City and the developer feel they are good changes, they can't change the boundaries, change the interior of the park, or convert any part of it without the application and approval process.

You have the opportunity to speak directly to all of the city commissioners and mayor at the next Commission in the Community at the Arts Park Amphitheater at Young Circle on Wednesday, November 10th at 6 PM.
Since the city has failed to offer us even ONE in-person community meeting about the 30 story condo on our public oceanfront land, we can use this meeting as an opportunity to share our opposition. If you want to stop this awful condo proposal, please make an effort to show up on November 10th.
Usually, you just show up and fill out a speaker card when you arrive at 6 PM. Then they call residents up to speak at the microphone. Don't worry about not being a fan of public speaking- we're all in this together! The commission needs to hear from you!
Thank you!
