Allow States and Victims to Fight Online Sex Trafficking Act of 2017 has been introduced by Representative Ann Wagner along with Representatives Joyce Beatty (D-OH), Ed Royce (R-CA), Yvette Clarke (D-NY), Chris Smith (R-NJ), Carolyn Maloney (D-NY), Ted Poe (R-TX), Adam Kinzinger (R-IL), Martha Roby (R-AL), and Lynn Jenkins (R-KS). This bill aims “to amend the Communications Act of 1934 to clarify that section 230 of such Act does not prohibit the enforcement against providers and users of interactive computer services of Federal and State criminal and civil law relating to sexual exploitation of children or sex trafficking.” This nonpartisan bill has the support of the National District Attorneys Association, National Center on Sexual Exploitation, Deliver Fund, the Missouri Attorney General Office, and several smaller groups such as MO Kids First, Covering House, Coalition Against Trafficking and Exploitation, Exodus Cry, Concerned Women for America, Innocents at Risk, C-FAM, Eastern North Carolina Stop Human Trafficking Now, and others.
