Hold Twin Rivers Unified School Districts Leadership Accountable

The Issue

We, the undersigned parents, students, teachers, and community members of Sacramento and Twin Rivers Unified School District, call for immediate accountability and transparency after recent audits revealed that:

Highlands Community Charter and Technical Schools received over $180 million in state education funds it was not eligible for, in part due to misreported attendance and noncompliance with state funding requirements.
Twin Rivers Unified failed to oversee and enforce basic fiscal and legal requirements despite its responsibility as the charter authorizer, resulting in wasteful spending and fiscal mismanagement.
District leadership, including the Superintendent and fiscal officers, must be held accountable — whether through resignation, removal, disciplinary action, or criminal investigation where clear evidence of misconduct exists.
🔍 We demand:

A full public forensic audit of Twin Rivers USD and all associated charter schools going back at least five years.
Resignation or removal of responsible administrators if wrongdoing is confirmed.
Criminal investigation by appropriate law enforcement for potential fraud, theft, or misuse of public funds.
Real financial transparency to the public with quarterly reports and community oversight hearings.
Restitution of funds improperly allocated — first toward direct classroom resources, teacher pay, and student services.
