Hold the US Embassy Cairo accountable for Palestinians with scheduled US visa appointments
The Issue
Mr. Farouq Abdallatif is a 26 year old Palestinian man who was born in and has lived his entire life in Palestine - a country that has been under occupation by the Israeli Army since 1948.
In addition to being the victim of the genocide for the entirety of his life - a genocide which led to the Israeli Army bombing Mr Farouq Abdallatif’s family’s palace, Mr Farouq Abdallatif’s mansion, bombing of all the car’s in Mr Farouq Abdallatif’s car’s showroom, and killing Mr Farouq Abdallatif’s father, mother, and 6 year old sister, Mr Farouq Abdallatif, as of 2025, is the victim of weaponized political bureaucracy committed by the US Embassy Cairo and the US Visa Scheduling Department.
After enduring two years of weaponized political bureaucracy committed by the US Embassy Cairo and the US visa Scheduling Department - we are demanding accountability from the US Embassy Cairo - specifically Chargé d’Affaires Robert Silverman, H.E Ambassador Mohammed El-Molla, and the head supervisor at the US Visa Scheduling Department.
Despite successfully booking an appointment for a B1/B2 US visa interview at the US Embassy in Cairo, scheduled for September 30, 2026, the US Embassy Cairo and the US Visa Scheduling Department has not recognized that Palestine, the country where our client was born and lived his entire life, is occupied, and Mr Farouq Abdallatif cannot attend the appointment as not only is Palestine heavily occupied by the Israeli Army - there is now a “yellow line” that consists of heavily armed Israeli, US, and Egyptian “troops” that surround Gaza and shoot at any Palestinian civilian that even sets food outside the yellow line - let alone a feasible safe way to get to the Rafah Border.
To not allow interviews for US visa applicants to take place for Palestinians at the US Embassy Jerusalem - is a crime.
The Department of State’s failure to recognize that Palestinians are applying for US visas as a way to survive the genocide that the US is committing - is a crime.
To have the only Embassy allowing Palestinians to make US visa appointments be the US Embassy Cairo but not acknowledge that the Palestinians are the victims of a genocide and have no way to get to Cairo or even the Rafah Border - is a crime.
The Department of State’s fee to schedule the appointment is $185.
This $185 allowed us to make three different appointments for Mr Farouq Abdallatif .
These three different appointments - two in 2025 one in 2026 - were made in the anticipation that Mr Farouq Abdallatif would obviously be at the interview in Cairo and be interviewed in order to receive a US visa.
However, Mr Farouq Abdallatif was not able to attend the interview on account of the Rafah border being “closed” and the Israeli, US, and Egyptian army “occupying” Palestine.
In fact, Mr Farouq Abdallatif has almost been killed several times between making the initial visa interview appointment in 2025.
Upon each approaching appointment, no less than 5 advocates from all over the world - were calling the US Embassy Cairo and begging them to answer the question “How is Mr Farouq Abdallatif supposed to get to the appointment when the Rafah border is closed and the Israeli Army is shooting at people who even come close to the yellow line?” Instead of answering our question of why we were allowed to pay $185 to make the appointment but not given a feasible way to get to the appointment? Can the in person interview be waived? We were met with hostility and anger by the staff at the US Embassy Cairo, specifically via supervisor at the US Embassy Cairo, “Mohammed”.
Instead of doing their job of providing safe transportation for the US visa applicant, after Mr Farouq Abdallatif missed his third appointment for the “interview” at the US Embassy Cairo, the US Visa Scheduling Department told us that “3 interviews is the maximum amount of interviews you can make, you have to pay another $185 fee to schedule another interview.”
This is extortion committed by the US Embassy Cairo and the US Embassy Scheduling Department.
We paid another $185 to make an appointment for Mr Farouq Abdallatif for this September 30th 2026.
We have now paid $370 total for Mr Farouq Abdallatif to schedule “appointments” for “interviews” at the US Embassy Cairo.
Up until this point, the US Embassy Cairo has showed no concern for the US visa applicants well-being and we believe the US Embassy Cairo is neglecting all Palestinians who have interviews at the US Embassy Cairo.
We demand that the US Embassy Cairo be held responsible for the well-being of all Palestinians that have “interviews” scheduled at the US Embassy Cairo, including and especially, our client and the safe transportation for Mr Farouq Abdallatif to travel from Occupied Gaza to the Rafah Border / Egypt / Cairo.
The US Embassy in Cairo allows Palestinians to schedule appointments but fails to acknowledge that the Palestinians can’t attend the appointments - this is illegal and we demand that the US Embassy staff including Chargé d’Affaires Robert Silverman, H.E Ambassador Mohammed El-Molla, and the head supervisor at the US Visa Scheduling Department - be held accountable.
We demand that the US Embassy in Cairo either waive the in-person interview requirement for Palestinian applicants or provide safe and viable transportation options to ensure they can attend their interviews.
Such measures are not only fair, but they uphold the values of equity and justice, principles that the United States prides itself on.
In cooperation with Palestinian applicants and sponsors, implementing such changes will facilitate a smoother visa process and enhance diplomatic relations. We appeal to the conscience of the authorities to bring about this necessary amendment.
Join us in standing for justice and fairness by signing this petition. Let's hold those in power accountable and make travel for essential visa appointments accessible for Palestinians who are the victims of a genocide and have every right to life!
