 📌 Petition Statement

 

Bullying in South African schools and communities—whether physical, verbal, social, or online—remains a serious issue. It violates the rights and dignity of individuals and creates unsafe environments that harm learning, mental health, and overall well-being.

 

In line with the Constitution of South Africa, which guarantees dignity, equality, and freedom from violence, urgent and coordinated action is required to stop bullying in all its forms.

 ⚠️ The Problem

 

Across our schools and communities, many individuals experience:

* Verbal abuse, threats, and intimidation

* Physical violence or harassment

* Social exclusion and humiliation

* Cyberbullying via platforms such as WhatsApp, Instagram, and TikTok

These incidents are often underreported due to fear, stigma, or lack of effective reporting systems.

 📉 Impact

Bullying contributes to:

* Anxiety, depression, and emotional trauma

* Declining academic performance

* Increased absenteeism and school dropouts

* In severe cases, self-harm or violence

⚖️ Legal Responsibility and Accountability

 

Bullying may constitute misconduct or unlawful behavior under South African law. In terms of the South African Schools Act, schools are required to maintain a safe and disciplined environment for learners.

Additionally, under common law principles and parental responsibilities, parents and guardians can be held accountable for the conduct of their minor children where negligence in supervision or guidance contributes to harmful behaviour. Schools and authorities should actively involve parents in addressing bullying and, where appropriate, hold them accountable through disciplinary processes and legal channel

We call on all responsible authorities to take immediate and effective action by:

 

1. Enforcing clear, zero-tolerance anti-bullying policies in all schools

2. Establishing safe, confidential, and accessible reporting systems

3. Providing trained counselors and psychological support for victims

4. Educating learners, educators, and parents about bullying prevention

5. Taking fair and consistent disciplinary action against offenders

6. Holding parents/guardians accountable where negligence contributes to bullying behaviour

7. Promoting values of respect, inclusion, and accountability

8. Monitoring and addressing cyberbullying in partnership with families and communities
