Sometimes, looking back is the best way to understand what lies ahead.

In 2019, the Northern Beaches Council implemented a Special Rate Variation that resulted in a 15% permanent increase to the rates base. This became part of the rates structure, meaning future Independent Pricing and Regulatory Tribunal (IPART) rate peg increases (typically 2-3% annually) have been applied to this higher base ever since.

Now, for 2025, NBC's proposed SRV, although framed as a three-year period, would also be permanent. The increases will stack on top of the 2019 SRV and subsequent rate peg adjustments, further raising the rates base and creating a significant cumulative effect on what ratepayers pay over time.

This is clearly detailed in the Frequently Asked Questions section of NBC's "Funding Our Future" page:

  • Q: Would a Special Variation be temporary or permanent?
  • A: The proposed rate change would be permanent, remaining in Council’s rate base on an ongoing basis. From July 2028 onwards, rates would be expected to increase in line with the rate peg.

This confirms that the SRV is not a temporary measure but a lasting adjustment to the rates base. After the three-year increase period, the elevated rates will remain, with future increases aligned with the standard rate peg set by IPART.

The bottom line: By the end of the proposed three-year period, ratepayers could be paying up to 58% more than the pre-2019 base rate, depending on the SRV option chosen.

Rate increases affect more than just property owners - they ripple through the entire community. Higher rates mean higher costs for landlords, businesses, and service providers, leading to increases in goods and services across the board.

This isn’t just a fight for ratepayers - it’s a fight for the entire Northern Beaches community and everyone who calls this area home.

The Danger of Unmet Expectations

Raising rates doesn’t just strain wallets - it raises expectations. If ratepayers are forced to contribute more, they’ll expect significantly more in return: better roads, upgraded facilities, expanded services, and faster responses from the council.

This creates a cycle where unmet expectations lead to frustration and disillusionment with the council. NBC must prioritise core services, reduce inefficiencies, and earn the trust of the community before asking for more.

Anything less will fuel resentment and further harm the relationship between the council and the people it serves.
