Although the following information originates from a report last updated in 2021, it remains a crucial component of the ongoing effort to raise awareness about serious concerns surrounding the John Volken Academy (operating in Vancouver, BC; Kent, WA; and Gilbert, AZ under the alternate name “Welcome Home Ranch”).
Summary of Historical Complaints:
In a 2021 Progress Report published by the HEAL Mission of COPE Ministries, serious allegations were documented regarding John Volken Academy. These included:

A survivor testimony submitted in April 2021 describes conditions of forced manual labor in extreme heat during withdrawal, with severe isolation and punishment for any dissent or desire to leave. The testimonial emphasized the long-term trauma, PTSD, and diminished ability to reintegrate into society experienced by nearly all who “graduated” or exited the program.
While these claims have not been adjudicated in a court of law, COPE Ministries invited both academy representatives and survivors to participate in a moderated, transparent roundtable discussion in August 2020 to address and reconcile these issues. No representatives or survivors responded, possibly due to fear, intimidation, or legal sensitivity related to potential reopening of statutes of limitations.
One survivor wrote in 2021:
“I was not allowed access to a phone or any outside persons. Any negative talk...resulted in punishment and isolation...I have debilitating PTSD from that place.”
An individual based in the U.S. reports actively building a legal case involving alleged human trafficking, tax fraud, and financial misconduct at the Arizona branch of a foundation with three U.S. locations. The complaint emphasizes that the effort is grounded in physical evidence and financial documentation, not personal emotion.
The individual alleges that wealthy board members, including billionaires and millionaires, use the foundation as a means to launder money, evade taxes, and avoid paper trails. They assert that the issue extends beyond abuse into a complex network of financial exploitation and criminal activity.
As of this writing, John Volken Academy is not a licensed drug treatment provider in the states where it operates. Documentation to that effect is available through the Arizona Department of Health Services and Washington State Department of Health.

While no new updates have been made by the program or participants in response to COPE’s repeated invitations, the documentation of past harm underscores the need for accountability in segregated congregate care facilities. Many such programs exploit legal gray areas, fail to maintain licensing, and violate the civil rights of minors and adults alike.
The HEAL Mission and COPE Ministries maintain that segregated institutional care, particularly when involuntary or lacking oversight, is unconstitutional and often abusive.

1. Upper Room Alliance Group Ltd. v. John Volken Foundation
