Hold Federal Air Marshal Leadership Accountable for the Quiet Skies Abuses

The Issue

As Federal Air Marshals , we are  deeply troubled by the misuse and weaponization of the Department of Homeland Security, (DHS) Transportation Security Administration (TSA),  "Quiet Skies" Program by the leadership of the Federal Air Marshal Service (FAMS).  The Quiet Skies Program, originally designed as a security measure quietly tracking travelers who may pose a potential threat, has been misappropriated to surveil those engaging in constitutionally protected First Amendment activities.

Under the Quiet Skies Program, Federal Air Marshal Service management deployed physical security details, at times assigning up to three Federal Air Marshals, to follow and surveil targeted travelers. Those targeted included the elderly, newborn babies, and decorated military veterans, including the current Director of National Intelligence, Tulsi Gabbard. These actions were taken absent criminal conduct and based on protected First Amendment activity. We cannot allow constitutional rights to be violated in this manner. Accountability is required..

Americans were surveilled not for criminal behavior, but for exercising protected First Amendment rights. We cannot allow our constitutional freedoms to be violated in this manner. Accountability is not optional, it is required. Evidence released through congressional investigations and internal DHS TSA records highlight how Quiet Skies has been used to monitor and target individuals based on their political beliefs, associations, and activities. Such surveillance not only undermines our fundamental right to free speech but also erodes public confidence in agencies meant to uphold the safety and security of our nation.

The implications of such misuse are profound and unacceptable. American citizens should not have to live in fear that their constitutionally protected activities are being watched and logged by those who are tasked with protecting us. This reckless and unconstitutional intrusion violates the principles of freedom and democracy upon which our nation was founded.

We demand an independent and transparent investigation into this alleged misconduct and call for full accountability of the Federal Air Marshal leadership involved. This accountability includes, but is not limited to, a thorough evaluation of their policies and procedures, disciplinary actions where appropriate, security clearance review and the immediate cessation of TSA intrusive practices.
