With the risk of a second referendum being attached to an EU Withdrawal Bill OR to the terms of the Benn Act 2019, this is without a mandate. The electorate deserves a say in whether there should be a second referendum at all. It should be introduced by the majority government on a clear mandate to do so and only after a general election to establish the majority view.
