How is it that our local tax funded shelter is still not picking up strays or dead animals?

how is it that our county shelter isn’t taking open walk ins? 

how is that our county funded shelter isn’t at full capacity yet there are numerous animals in need? 

How is it that potential adopters have to reach out MULTIPLE times before getting an email back?

I think it’s time we look into the shelters practices, specifically who is running this place.
