Hillingdon Garden Waste: Stop the Wheelie Bin Changes Until Residents Are Consulted
The Issue
We, the undersigned residents of the London Borough of Hillingdon, formally petition Hillingdon Council to reconsider its Cabinet decision of 22 October 2026 to replace the existing garden waste sack collection arrangements with a predominantly wheelie-bin-based service and reduce collections to 25 per year.
We call upon the Council to pause implementation pending meaningful borough-wide public consultation and publication of a fully costed assessment of the proposed changes and reasonable alternatives.
Our concerns include:
- The substantial reduction in collection capacity and frequency.
- The difficulties faced by terraced properties without side access or suitable wheelie-bin storage.
- The disproportionate cost to households requiring multiple bins at £69 per bin annually.
- The visual impact of additional wheelie bins on residential neighbourhoods.
- The absence of public consultation before the Cabinet decision.
The need to demonstrate that the proposed service will deliver genuine savings and value for money.
We ask the Council to reconsider the proposals, retain an accessible sack-based option where wheelie bins are unsuitable, review collection capacity and frequency, and fully consult residents before finalising implementation arrangements.
We believe residents deserve a garden waste service that is practical, affordable, equitable and supported by transparent evidence.
