The Issue
We have been emailing the City Council and other City staff since 05/2013 regarding issues at Hesperia Animal Control. Not one Councilman has replied or attempted to address any of the following issues. You have ignored the citizens and taxpayers of the City of Hesperia for over 2 years.
PLEASE LISTEN TO YOUR CITIZENS WE CARE ABOUT OUR CITY BOTH PEOPLE AND PETS**
1.We would like OPEN ACCESS to Hesperia Animal Control Facilities including access to ALL animals there and ALL documents pertaining to animals held there.
Any citizen should be able to walk into Hesperia AC or any municipal, publicly funded facility during normal business hours and take pictures like they do in other Cities in order to give owner's a chance to reclaim lost pets and to give the animals the best chance at rescue or adoption. We have a LEGAL RIGHT to see ALL the animals impounded there, not just the ones Hesperia AC wants to make available. Hesperia AC is killing impounded animals without any member of the public, rescues etc ever seeing them.
Hesperia has 91 kennels. Why at any one point in time are there only 20 to 30 animals listed on the City website as adoptable? Where are the other animals? Where are the dogs that Hesperia impounds every day listed? Animal Controls web page is NOT updated in a timely manner. Sometimes not updated with new animals for weeks at a time. Why doesn't the facility use petharbor.com, petfinder.com or adoptapet.com to list their animals? These sites are free.
*****Hesperia AC doesn’t allow this*** Why should any member of the public have to ask permission, make an appointment and be escorted to take pictures of the animals there? This is very suspicious behavior and does not build a trusting relationship. ********The recent video would seem to be the reason that staff does not want the public in our facility. This is ILLEGAL*****
2.We need STREAMING VIDEO CAMERAS in Hesperia AC!
We need streaming video inside Hesperia AC since we can’t rely on the staff entrusted to care for animals at our facility to treat the animals in their care appropriately. There is no caring, kindness or compassion there.
3.Hesperia's "Animal Rescue Organization" agreement!

According to SB 1785 (Hayden Law) All a rescue group needs to rescue any animal from any animal control facility is to be an IRS 501 c(3) in good standing. Forcing rescue groups to sign the "Animal Rescue Organization" agreement is a violation of rescue groups Civil Rights and is illegal.
4. Staff training in animal behavior and handling!
It's apparent that no one at Hesperia AC has the experience or training in animal behavior to handle the dogs that come in especially after we see how the animals there are treated by staff.
