The Issue

 

A vast destruction is taking Place because of the “Yan Oya Project” in Northern Province in Sri Lanka which was started under the grants of China Government. These constructions are carried an by “Camic Engineering” company.
The “Yan Oya” Project has been started to Construct a large reservoir of MCM 169 6y building up a bund of soil of the length of 5944m between ‘Yakini Kanda’ and ‘Labu Kanda’ where the river “Yan Oya”, started from ‘Anuradhapura’ area in North Central Province.
Because of this reservoir, a risk has arisen of being fallen under water about 65 archeological sites including ancient irrigational sites and Pre-historical settlements which are over than 2,500 years. In addition to this, there is a risk of being fallen under water of 17 Buddhist sacred Places which Buddhists in these are as already engage with their religious observances. It is obviously mentioned about the applicable circumstance in which “The risk valuation Report, issued by Archeological Department in Sri Lanka in 2013.
The Competency report, for this Project has been prepared by the Construction Company, Camic, Engineering in china who has undertaken the Contracts. They have given an ill-founder report mentioning no harm for any archeological site;this is merely a critical situation and is a huge issue of their transparence.
According to the rules of Archeological department of Sri Lanka in a development affair, at a archeological area that place should be Conserved before. Although the respective construction company has already started the construction affairs in the place with a great destruction against these historical sites. they haven’t taken any step to do conserve the historical areas the must do. It is a critical damage to the law in Sri Lanka. Further, it should be mentioned here that they have started this great destruction without any “Environmental valuation report”
It is clear that 14 villages are in a risk of destruction because of this Project and the helpless villagers have no any assistance for their habitats and their croplands, 4315 acres of paddy fields are to fall under water from this Project. These paddy fields are fertile and still villagers cultivate them. The lands these villagers are going to be given are merely infertile lands where they cannot do their cultivations. This is a lamentable situation of these helpless villagers who had been suffering for 30 years of war in Sri Lanka.

The major necessity of starting this project, according to them, as they have mentioned, is to carry away water to “Yan Oya Reservoir”, “Padavaiya reservoir, situated forwards Northern area and to the northern side of Sri Lanka. But our ancient kings who ruled these areas, had carry away water to big reservoir using a water carring system called “anicut”. They were completely friendly to the area. These ancientanicuts arereformed and are used by People even today and by doing like that no any harm or damage to the archeological sites and the nature. There are prepared remedies about this by “scholars” council of Sri Lanka. We should mention here that it is useless to launch such a project in spite of alternative remedies for this.
It is Your Compulsory duty as well as a responsibility to assist to preserve these environmentally and archeologically valuable areas. Please be kind enough to sign this Petition.
