On September 8, 2025, Romeca Blackmon, a mother in Chicago, Illinois, was brutally murdered in front of her son’s school, a place that should represent safety, learning, and protection.

Her life was taken by her child’s father and his other child’s mother, in an act of domestic violence that unfolded where children were present and watching.

 


Romeca was not just a statistic. She was a mother. A daughter. A family member. And her child will now grow up carrying trauma no child should ever bear—watching a parent lose their life at a school meant to protect them.

 


This tragedy exposes dangerous gaps in our laws surrounding:

 • Domestic violence prevention

 • School-zone safety

 • Protection for children who witness violent crimes

 • Accountability for coordinated acts of violence involving multiple offenders

 


We Demand Immediate Legislative Action

 


We call on Illinois lawmakers to pass legislation that includes:

 1. Enhanced Criminal Penalties

Any act of violence committed:

 • In or near a school zone

 • In front of a child

 • By a co-parent or intimate partner

must carry mandatory sentence enhancements.

 2. Domestic Violence Risk Intervention Law

 • Mandatory threat assessments when co-parent conflict escalates

 • Expanded emergency protective orders

 • Immediate firearm removal when credible threats exist

 3. Child Witness Protection & Support Act

 • Guaranteed trauma counseling for children who witness violent crimes

 • Long-term mental health services funded by the state

 • Victim compensation priority for affected children

 4. Multiple-Offender Domestic Violence Accountability

 • Specific charges and sentencing enhancements when violence is planned or carried out by more than one individual in domestic disputes

 5. School Safety & Perimeter Protection Measures

 • Increased security protocols during student arrival and dismissal

 • Clear emergency response requirements for schools and law enforcement
