Dear Neighbors,
A new development proposal threatens to overcrowd and disrupt our neighborhood! Streamline Development Group, Inc. plans to build **26 apartment units** on the vacant lot at Viejo Castilla Way, near Pirineos Way. Of which only three studios will be low-income.(the minimum)
This project includes five new buildings and still has 66 Bedrooms!!! They turned all the one and two-bedroom units into three-bedroom units....
What are we looking at now:
- Three 3-story buildings
- Two 4-story buildings
- Six townhouse-style units
Three of which are over the city's height limit of 35 ft. Max Height: 48’7” with elevator shaft up to 51’6”
🛏️ 4 One-Bedroom Units → 1–2 adults, 0–1 pet, 1–1.5 cars
🛏️ 4 Two-Bedroom Units → 2–3 people, 1–2 pets, 1.5–2 cars
🏠 18 Three-Bedrooms: → 3–5 people, 1–3 pets, 2–3 cars
All of this with only **49 parking spaces**. STILL!!!! Which includes the six garage spots of the Townhomes!!!
We support thoughtful growth, but this high-density plan will overwhelm our community.

- Our neighborhood has only one road in and out — Viejas Castilla Way to La Costa Avenue. In a fire emergency, this creates a dangerous bottleneck for both evacuating residents and incoming emergency responders.
- Recent Pasadena wildfires showed how fast-moving flames can overwhelm neighborhoods before containment. The difference is Pasadena had multiple access points and more robust water infrastructure — yet still struggled.
- Carlsbad has already faced water pressure and hydrant capacity issues during peak demand. Adding dense housing and 4-story buildings to this lot increases the strain while reducing evacuation safety.
- If approved, this project would put 75–100 new residents into an evacuation funnel that is already unsafe.
In the event of a fire or other emergency, this bottleneck could:
