Withdraw requirement for compulsory fitment of ABS brakes to motorcycles. Legislation should require ABS braking technology be harmonised with standard fittings & made serviceable to home mechanics.

The Issue

The scheduled maintenance costs for ABS motorcycles across the E.U. are calculated at a potential 4.7 BILLION Euros over 10 years, which equates to an additional cost on average of 100 Euros per year after the 4th year of each motorcycle's life, in the research which underpins individual petition 494/2014 to the European Parliament.
The petition reveals the true economic and ecological implications and highlights the inherent dangers to all road users, rather than the “official” figures which were presented to the European Commission.

Manufacturers recommend replacement of brake lines at 4 years.
Each manufacturer uses unique fittings, so that only original equipment manufacture (OEM) replacements are available for ABS machines. Therefore the legislation has negative UK and European Union implications to large and small scale business by excluding aftermarket suppliers, e.g. Goodridge, Venhill, HEL, Cobra.
It is not possible to air-bleed ABS brake lines without specialised equipment, further discriminating against home mechanics.
ABS units have a potentially high failure rate, and extremely high replacement costs in the region of 2000 Euros, which will lead to early scrapping of bikes.
Neither ABS nor linked braking has been proven to be completely safe for all Powered Two Wheel (PTW) vehicles under all road conditions.
The Commission envisages allowing continued use of vehicles which have faulty ABS systems: however with some motorcycles an ABS failure severely disables Braking.
Riders who have become dependent on this technology, or have never ridden without it, will be a safety liability if it fails.

Wales Region of the Motorcycle Action Group (M.A.G.) has always stood for riders' rights to decide for themselves how best to control their machines, and this legislation seeks to remove a fundamental choice in the level of that control.
