There are carriage horses in the popular tourist city of Cartagena, Colombia, that are being underfed and overworked to the point of exhaustion, collapse, and death.  

Some of these horses are actually being THROWN OUT IN TRASH DUMPSTERS when they die. This is inexcusable behavior on the part of some of these horse owners and must be stopped!  There must be strict municipal guidelines put in place to protect the well being of these animals!  I want to appeal to the Mayor of Cartagena to look into putting protective measures in place, as well as charging heavy fines against negligent owners for mistreatment of carriage horses.     

Recently Cartagena's Mayor Manuel Vicente Duque awarded actress Sofia Vergara  a "keys to the city" type honor.  Ms. Vergara is greatly admired here and I hope that she can be made aware of this situation as well and can wield some influence in city government.
