- At the February 26 MidPen Board meeting, community members voiced strong support for the Girouard family during oral comments. However, the District Clerk and Board did not place the Girouard’s situation on the Open Session agenda.
- A Closed Session was held, with General Counsel Stevenson stating:
“The Agenda does not state the title or otherwise specifically identify the litigation to be discussed because to do so would jeopardize the District’s ability to conclude existing settlement negotiations… The District will provide a report out pursuant to Government Code 54957.1, but there won’t be anything to report tonight.” - This statement falls under the Safe Harbor section of the Brown Act, shielding the Board from disclosing details. The lack of transparency surrounding the Girouard family’s situation remains deeply concerning.

What Does the March 10 Eviction Deadline Mean?
- After the February 12 MidPen Board meeting, the Girouards were served a third 3-day eviction notice—this despite General Manager Ruiz publicly stating that MidPen has been:
"trying to work actively… to arrive at an agreement that both… parties can support. Unfortunately, we haven’t been able to come to an agreement in our discussions so far. We would like to resolve this amicably, and I urge engagement and fruitful discussions." - Yet, once again, the eviction deadline passed with no action and no “amicable” resolutions from MidPen.
- What’s the point of these eviction threats? Will March 10 pass the same way? Will MidPen finally respond? The lack of transparency and the lack of real, viable solutions is frustrating.
The confusion and stagnation we feel as supporters reflect the years of stalled discussions and uncertainty the Girouard family has endured.
Is MidPen stalling, hoping the Girouards will give up and leave? Abandon their rightful desire to repair their home after storm damage? Their actions do not align with their so-called Good Neighbor Policy.
The truth is, we don’t know what will happen on March 10. Not even the Girouard family knows.
But here’s what we do know:
- MidPen is publicly funded—they answer to us, the taxpayers.
- The Board listens to public pressure.
- Our collective voice has influence. We don’t have to sit idly by.
