Just over a year ago, i moved into an apartment. Shortly after, a man moved into the apartment below us with his dog. All was well for a few weeks until the abuse began. Daily, we could hear the man beating and screaming at his dog, it would cry out and we would yell at him through the floor to stop. He would but it would happen again the next day, sometimes even later that same day.  A few months later, he brought home another dog, this time a female and the abuse against her began immediatly. We called the spca and the police many times and the police told us that "there was nothing they could do, that he was mentally unstable and we should leave him alone." They also said that "it didnt seem like he abused the dogs"  we grew stressed and frustrated and the landlords tried speaking to him but he proved unstable. Everyone feared him and other neighbours began reporting the animal abuse but they were all told the same story. 

 

Another month or so later. A batch of puppies were born to his dogs. He would lock them in a bathroom and keep them from the mother for hours. Neighbours reported hearing him use that as punishment and would abuse the puppies physically. He would leave all of his dogs inside for hours and beat them for defacating on the floor. He would beat them for playing and many other things. We lost sleep and hated living in our apartment because of his abuse. 

I was then contacted by the spca and they opened a case with me to try to collect evidence. Until then, i had not recorded the abuse because i hadnt thought to, i had only thought to stop it asap by stomping or yelling which only worked temorarily. So i began placing my phone to the floor to record. I sent multiple clear audio recordings to the spca and another couple neighbours also sent in their statement and recordings. We were told it wasnt enough. I offered to testify in court but it never happened. 

We fled the apartment a year in due to his behaviour. It was traumatic to hear daily and not have anyone listen to us. These poor dogs are beaten and abused at all hours. In private and in public. Many people witness it and report it and the police and spca do nothing.

It came to light that the spca had removed his male dog before he came to the apartment TWICE and the dog was returned to him both time. The BCFIRB is responsible for returning this poor dog to this man and they have given up helping the dog or its puppies at all. Before we moved, the female dog ran away and never returned, i belive she fled for her life. Unfortunately, the two puppies and the male dog are still with him. 

 

A simple google search of: richard theede dog abuse quesnel, will give you an article that tells of how Richard Theede "needs" this dog to stay clean, and that he doesnt abuse his dog" 

I am no longer living above him but i know the abuse is still happening. I will not stop until he is charged, or his animals are rescued. 

The government needs to step in and do its job. These dogs need justice. They should not be beaten, spray painted, locked inside for hours, screamed at and more that i will not mention here. 

Please help me save those dogs. Will no one step in until those dogs are dead? Should we wait for that to happen? Absolutely not. 

BcFIRB and the spca need to be held accountable for allowing this suffering and abuse to continue.
