Help me bring my brother from Lebanon to safety

The Issue

The situation in Lebanon is growing dire. Beirut and multiple cities, towns and villages have been bombed by Israel. Since the escalation of hostilities, it’s estimated that 2300 are dead and 1.2 million displaced according to the government of Lebanon.

My story:

I have lived in Canada with my mother for the last 30 years. A decade ago, she developed Alzheimer's and she is now in the final stages and is receiving palliative care in my home, and I am her primary caregiver. 

I would like to reunite with my only brother, Hassan, who lives in Beirut for two reasons:

1) for him to see our mother before she dies

2) to bring him to safety. He lives and works in an area that has been bombed daily. Many areas across the country are also being bombed and I fear that there is no safe place for him

Since there is currently no expedited process to bring displaced Lebanese to Canada, we are seeking an exception for him so that he can receive a visa to travel to Canada before our mother dies.
