More detailed written update on Ofgem's second delaying of the EBIT review

Last week I posted a video update right after my meeting with Ofgem expressing my frustration at their decision to delay the EBIT review for a second time. I said in that video I'd write the update as well for those that prefer to read the information, which I've now done.
