PLEASE SIGN the following letter asking CA Legislators to require timely translation of special education plans!
Dear Representatives:
We are writing to urge you to support SB 445 (Portantino) to strengthen requirements for translation of special education Individual Education Plans.
In California, more than 773,000 students (13%) receive special education services. Students who qualify for special education receive a written statement and legal document that outlines students’ learning goals and services needed called an Individual Education Plan (IEP).
The process to qualify for services has many steps and can be very overwhelming for parents/guardians, especially for immigrant families whose native language is not English. Currently, translation of the IEP can take months or even up to a year and may not be translated accurately or in the proper dialect. In order to fully understand important documents for their child’s IEP, parents need timely access to documents in their native language.
SB 445 (Portantino) would require LEAs to provide a translated copy of the IEP in the native language of the requestor within 30 days of being requested, if the language is in one of the top eight languages in the district (excluding English). This bill would also require that the IEP translation be done by a qualified translator as defined in the bill.
By requiring IEPs to be translated in a timely manner, SB 445 will help ensure ALL families, regardless of language, are fully informed about their child’s education plan and can be active partners in their child’s learning.
