Help End Unfair Bus Pass Fees at the University of Windsor

The Issue

As a student at the University of Windsor, I am appalled and frustrated by the predatory practices of the University of Windsor’s Student Alliance (UWSA) in forcing unnecessary, heightened charges onto our tuition fees. Despite continuous requests from students to opt-out of the U-Pass bus-pass, the UWSA claims they have reached their limit for approvals, thus denying our basic right to choose whether we need or want this service. The UWSA is now withholding $316 worth of education funds from thousands of students on campus, while generously paying their student executives over $25,000 a year.

In 2019, the UWSA imposed a fee on every student for a Transit Windsor bus pass through a new 10-year agreement. When the program was voted in, the u-pass fee was $132 from September to April. Now in 2026, the fee is $316, up nearly 140% from the voted upon rate. There was no student consultation or vote conducted to approve the heightened fee. Even worse, the UWSA is refusing to allow students to opt out of this program that they DO NOT NEED. While public transportation is vital for many, the reality is that a significant portion of the student body do not use this service, yet they are bound by the university's administration to pay this hefty sum. This is not just unfair—it's a systematic exploitation of students who are already burdened by rising tuition fees, housing costs, and an uncertain economy.

Let's put this into perspective: with approximately 16,000 students enrolled, the UWSA stands to collect over $5 million annually from students to fund a service that is not universally utilized, and which many students have actively tried to refuse. With a 25% opt-out capacity, the UWSA is withholding over 3.5 million dollars of student education funds. This is money that could be better used to support our education, or cover rising living expenses. Instead, it's being funnelled into a one-size-fits-all service that prioritizes corporate financial gain and pleasing Transit Windsor over fighting for students' individual circumstances and needs.

Students are being denied opt-outs for a variety of reasons, despite having little to no practical use for the bus pass. This includes students who were already forced to pay hundreds of dollars to acquire campus parking passes , students who carpool with another student to campus, and students who live within walking distance of the university and have no need for public transportation. Even students commuting from communities such as Amherstburg, where Transit Windsor coverage is unreliable and driving is often necessary, are being denied refunds despite paying significant fuel and parking costs to attend classes. Exchange students currently on exchange across the world have had their opt-out requests denied despite having no physical way to pick up the pass or put it to use. In each of these cases, students are being denied based on the UWSA’s stated approval limits rather than an individual assessment of whether they actually need or use the pass. Students should not be forced to pay for a service they cannot reasonably use, particularly when they have already made alternative transportation arrangements.

Despite attempts to reason with the UWSA and the university administration, requests to review this opt-out process have been met with refusal or disregard. This blanket policy and the claimed "approvals limit" is not just an administrative glitch—it is a direct assault on our consumer rights, and it mirrors an authoritarian approach unworthy of an institution that promises to uphold fairness and student welfare, calling themselves a “Student Alliance.”

To address this issue honestly and justly, we demand that the UWSA:

1. **Immediately approve ALL opt-out requests from the 2026 school year completed within the designated opt-out time frame, for any student who has been charged the fee and does not have a need/want for the u-pass.

2. ** Immediately terminate the contract between the UWSA and Transit Windsor in effect until 2029. The current rate of the u-pass has risen nearly 140% since the initial agreement without further student consultations.

3. **Engage in open dialogue with the student body to develop more equitable fee structures and services that actually cater to the diverse needs of all students, without forcing any student into a commitment they don't wish to be part of. The needs of students who utilize public transportation must be taken into account just as equally as those who organize their own. We must develop an equal process for all. A suggestion would be to change the current model of an opt-out to an opt-in model for students wishing to take advantage of the u-pass bus pass option, while also finding other ways to subsidize the u-pass option for these students.

4. **Provide a detailed audit and explanation of the financial distribution of these fees kept year to year and how they benefitted the student body, ensuring transparency and accountability.

It's time to hold the UWSA accountable and ensure that every dollar paid by a student is used in their best interest, not locked away in obligatory fees for redundant services. By signing this petition, we demand a revision of this unfair policy and remind the University of Windsor and the UWSA that they exist to serve the students—not profit unjustly from them. **Sign now to demand fairness and transparency!**
