The Issue

For approximately eight years, Elisa and her family have endured what they describe as an ongoing pattern of excessive harassment, stalking, unwanted contact, social-media manipulation, and disturbing online behavior involving Amari Phillips and Amari’s mother, who Elisa reports was also arrested for violations of an Order of Protection in 2020 and 2021.
According to Elisa, the conduct has extended far beyond an ordinary personal disagreement. She reports repeated creation and use of fake or deceptive social-media profiles to contact, monitor, provoke, or communicate with her and members of her family. She also reports unwanted and inappropriate communications, including sexually explicit behavior and the showing of private body parts, as well as other online conduct allegedly intended to embarrass, intimidate, manipulate, or cause emotional distress.
REPEATED ORDER OF PROTECTION VIOLATIONS
This situation has previously required court intervention. An Order of Protection prohibited Amari Phillips and her mother from contacting, stalking, or harassing Elisa and her family.
It is reported that Amari was arrested on three separate occasions for alleged violations of the Order of Protection involving prohibited contact with Elisa and members of her family. Elisa further states that these arrests occurred in connection with court proceedings concerning the repeated unwanted contact.

No person should have to live in constant fear of being watched, contacted, followed, humiliated, sexually harassed, manipulated through social media, targeted through fake accounts, or repeatedly contacted after seeking legal protection.

Elisa reports additional conduct that she believes demonstrates why her concerns regarding Amari Phillips should be taken seriously and thoroughly investigated by the appropriate authorities.
Records obtained by Elisa appear to identify multiple criminal records involving violations of an Order of Protection. The report provided includes entries dated October 16, 2019 and March 12, 2020, both described as violations of an Order of Protection. Because the report itself cautions that criminal-record information should be independently verified, Elisa asks that the court and appropriate authorities review the official court and law-enforcement records to confirm the complete history and disposition of these matters.
Elisa also alleges that Amari has used or associated herself with the identifying information of a deceased individual for financial or other purposes. If confirmed, Elisa believes this conduct should be independently investigated by the appropriate authorities for potential identity theft, fraud, or other violations of law. This allegation should be evaluated based on documentary evidence and official records rather than assumption.
Elisa further reports concerns regarding alleged drug use in the presence of minor children.
