A neighbor of mine has a beagle in a cage for months outside in what looks like a rabbit cage. He has holes on the bottom for his poop to fall into trays so that they don't need to walk him. He is only let out when they take him hunting- once in a blue moon. Through heat waves, storms, freezing temperatures, he has remained outside. Human Society came by after many complaints and OKed this simply because he had food and water. This is unacceptable. Please help me change the law. This is a form of abuse and neglect.
