After over 4 years of dedicated service to Lake County, Illinois, K9 Axel has reached the end of his active duty career. The goal is to give him a peaceful retirement at home with his handler and family that he has been accustomed to. Axel is a 6 year old German Shepherd who loves his family, playing fetch, going on walks, and napping on his comfy bed. Unfortunately he has been unable to do this since the Lake County Sheriff is not allowing his handler to adopt him even after retiring him. He has been kept in a kennel for 3 months while a legal situation plays out. 
 
The Situation
On May 5, an unfortunate on duty incident happened where Axel was accidentally left unattended in a field for 20 minutes after playing fetch. An emergency situation was tended to by his handler while Axel was in the field. A bystander noticed Axel laying in the grass by himself and reported a loose dog. Axel was his normal self with the bystander; friendly and happy. Axel nor the bystander were hurt in any way. Due to this incident, an administrative investigation was conducted and Axel was officially retired from active law enforcement service.
 
Under the Illinois Police Dog Retirement Act (510 ILCS 82/5), A police dog which is deemed no longer fit for public service, shall be offered by the law enforcement agency to the officer or employee who had custody and control of the animal during its services [510 ILCS 82/5]. While his handler stepped forward immediately to adopt Axel, a legal disagreement has arisen.
 
At a preliminary injunction hearing on August 3, 2026, the department's legal team said that Axel remains physically fit and is only retired from his specific agency, meaning he could theoretically be transferred to another law enforcement department. Because the request for a preliminary injunction was denied, Axel is currently being housed at a private kennel while the main lawsuit proceeds.
 
While we respect the legal process, Axel’s team believes the existing records support a full retirement under the law [510 ILCS 82/1]. German Shepherds become seniors at 7 years old. Attempting to re-assign an advanced-age police K9 to a new handler introduces severe operational and safety risks. A successful police dog relies entirely on an instinctual, split-second bond of trust with their handler, a process that takes years of daily deployments to build. Forcing a senior dog to break his lifelong bond and attempt to adapt to a stranger’s commands can be highly detrimental to Axel’s psychological well-being and cause even more confusion. 
 
Axel’s family includes his handler, his wife, their baby, and two other dogs who all miss Axel dearly. The bond shared between a K9 and his handler is simply unmatched. The daily training, walks at home, play time, and all the treats- it all adds up. Axel deserves to live out his retirement with his loving family.
 
Please help spread this message, encourage Lake County Sheriff to do the right thing and allow Axel to go home to his family where he belongs.
