Dear Ms Hayes 

 

We believe that Turney Road should be closed to motor traffic at the junction with Croxted Road. 

There are four schools and two nurseries located on Turney Road.  Thousands of journeys are made every week by schoolchildren walking, scooting or cycling to access local schools.  Turney Road is a designated part of Quietway 7 and very popular as an east - west route with cyclists across south London.  This is because it is the link from Lambeth council's cycling improvements on Rosendale Road, to another part of the Quietway 7 - Carlton Avenue.  

However, the road already has the highest volume of traffic in the area - more traffic per hour than any other residential road.

Southwark Council's latest traffic proposals to be made under the Road Traffic Regulation Act 1984 and published on 21 August 2020 use Turney Road as an overflow and bypass for the A205 (South Circular) and deliver more traffic to Turney Road and parts of surrounding residential roads. 

During Southwark Council’s Our Healthy Streets consultation, a permeable closure of Turney Road at the junction with Croxted Road, along with a restriction on traffic heading north on Burbage Road, was suggested as an alternative to the Council proposals.  This proposal was acknowledged as achieving all the aims set out in the Our Healthy Streets Consultation, whilst better protecting Burbage and Turney Roads without impacting surrounding roads over and above the measures set out in the original Council proposals. 

It has also been confirmed by a Southwark Council traffic expert that it is contrary to the principals of low traffic neighbourhoods to use residential roads to relieve pressure on main roads and “hard to justify pushing traffic onto a Quietway”. 

And yet this is what the latest traffic proposals do. 

The outlook for Turney Road, and those who walk and cycle along it, is bleak. Idling traffic will inevitably form queues along the road and Southwark’s Councils traffic experts have confirmed that the Croxted Road junction with Turney Road will be unlikely to be able to cope with the volume of traffic.  The impact on cyclists and on the lungs of school children is not hard to fathom. And that lasting impact is wholly unnecessary and would easily be avoided were the permeable closure to go ahead. 

Whilst the new proposals are supposedly temporary and intended to be revisited in 12 to 18 months, that is far too long in the life of a key route to school and the lives of the small children who use it. 

Consequently, we request that you urgently intervene to ask that a permeable closure of Turney Road at the junction with Croxted Road be reconsidered.
