Despite good faith efforts by Roswell community members to work with the city government to improve conditions for impounded animals at Roswell Animal Control, the city continues with its practice of animal abuse/neglect /unjustified euthanasia, and mismanagement of taxpayer funds.  

PART A:  We request that the office of the New Mexico Attorney General, Honorable Hector Balderas, authorize a complete investigation and subsequent prosecution of relevant governing officials of the Roswell city government, including but not limited to the mayor and city councillors  (Dennis Kintigh, Juan Oropesa, Natasha Mackey,  Steve Henderson, Caleb Grant, Jeanine Corn-Best, Art Sandoval, Savino Sanchez Jr., Jason Perry, Elena Velasquez, Tabitha Denny)  for the following:

1.  Malfeasance and mismanagement of taxpayer monies including violations of purchasing and procurement statutes. 

2. Repeated violations of municipal ordinances, New Mexico Animal Sheltering statues, and provisions of the federal Animal Welfare Act.

3.  Failure to provide information requested under the (federal) Freedom of Information Act/Information of Public Records Act (NM).

4.  Collusion with the Chaves County Veterinary Medical Associate (CCVMA) to violate anti-trust laws.

5.  Falsification of records, specifically by Roswell Animal Control, including but not limited to, the euthanasia log/controlled substance report regarding the euthanasia of animals at Roswell Animal Control.

6. Endangerment of the public environment by promoting the proliferation of bacteria and viruses within the community due to dangerously unsanitary conditions at Roswell Animal Control.

PART B:  We also request that the following personnel resign/or be terminated from their positions at Roswell Animal Control due to their refusal/inability to provide a humane environment for impounded animals, for their total disregard of federal and state animal welfare laws and practices, for condoning and or participating in animal abuse and neglect, and for assisting the city in the alleged criminal acts listed in Part A.
