On July 21, 2017 a group of teens watched Jamel Dunn drown while yelling at him, not helping, or calling 911. The reason why I want this petition is because these young kids should be charged somehow. This makes me angry!!! I really dont know what else to say. Please sign for all 50 states to pass a duty to rescue law.
