Alaska State Troopers Online Reporting System – Incident Report
Reporting Party: Brittney Mason
Date of Report: April 2, 2025
Incident Location: Fairbanks, Alaska (Fairbanks North Star Borough Animal Control)
Incident Date(s): February 24, 2024 – Present
Nature of Incident: Fraud, Theft, Computer Crime, Obstruction of Justice, Animal Cruelty
Narrative:
I am reporting a series of criminal actions committed by Fairbanks North Star Borough Animal Control involving the unlawful seizure, illegal adoption, and medical alteration of my dogs, Wesson, Aurora, and their puppies. I am the legal owner of these animals.
On February 24, 2024, Animal Control took possession of my dogs following a domestic violence incident, at my request for temporary protective custody. Despite approving my proof of ownership and a revised protective order issued on March 12th directing their return, Animal Control refused to comply, knowingly communicating with my abuser, Jess Eakin, while he was incarcerated. Eakin violated his no-contact order by contacting me, attempting to prevent my retrieval of the dogs.
After intervention from the probation office and the DA, I briefly regained possession of the dogs only for March 17th. However, on March 28th, Animal Control notified me that Wesson and Aurora had been illegally adopted out, and that the adoptions included automatic, unauthorized neutering and spaying procedures. This occurred without my knowledge, consent, or any opportunity for due process.
Animal Control falsely claimed the seizure was due to a “strike” against the dogs, providing no evidence. March 18th They unlawfully altered Wesson’s microchip information, blocking my access and facilitating the fraudulent adoption to a person named Amanda. Aurora was never registered on PetLink, indicating a complete fabrication of the adoption process. The Puppies are under UNKNOWN. PetLink subsequently investigated the unauthorized access to my account, restored my access, and returned Wesson’s microchip registration to my ownership, while also blocking further unauthorized transfers but again March 26th.
I was notified on March 15th that i would be subject to be pay outstanding boarding fees by the after that deadline and the dogs would remain in Animal Control’s possession. This occurred after repeated attempts to contact the agency and submit impoundment waiver forms whle being in Protective Custody.
The agency’s actions were particularly egregious given the timing. Eakin was released from custody on March 12th and violated his order by 3rd party contact and put back in jail March 14th, and the dogs were seized 2 days later, despite his release and the expiration of the protective order conditions but the upon release conditions.
I have been denied communication with the agency and directed to public records requests.
The puppies, still in my care, are experiencing health issues due to the stress of their mother’s removal
"Further, I recently learned of a disturbing conspiracy involving Fairbanks Animal Control, Jess Eakin (the Defendant in a pending domestic violence case against Plaintiff), and Rhiannon Traylor. I was informed April 3rd have been informed By Petline that Rhiannon Traylor adopted Aurora on , but that this adoption was orchestrated by Animal Control in collusion with Jess Eakin. The purpose of this scheme was to allow Jess Eakin to regain ownership of Aurora upon his release from jail, using Rhiannon Traylor as a proxy adopter. Furthermore, I believe that Animal Control fraudulently registered the puppies in Jess Eakin’s name for the purpose of creating a false narrative in police reports. This conspiracy demonstrates a clear intent to The simultaneous adoption of Aurora to Rhiannon Traylor and the fraudulent registration of the puppies in Jess Eakin’s name on March 26, 2024, are not coincidental. This coordinated action demonstrates a deliberate conspiracy between Fairbanks Animal Control and Jess Eakin to illegally transfer ownership of My pets, circumvent the protective order, and facilitate Jess Eakin’s continued control over the dogs upon his release from incarceration. On March 28th notifying me of the adoption Animal Control knowingly knew they gave Aurora back to Jess bt naming Rhiannon as the new owner and deliberately put Jess as Owner of the Puppies. This is a very urgent matter that needs IMMEDIATE attention. Wesson’s new adoptee is now questionable. This conduct constitutes a gross abuse of power and a violation of Plaintiff’s fundamental rights
The court-ordered protective order explicitly stated that Animal Control was to 'release the dogs to Brittney Mason without violating the order.' Despite this clear directive, Animal Control inexplicably prioritized the input of the defendant, Jess Eakin – the individual the protective order was designed to protect me from but now toconspire to aid the defendant my abuser – and ultimately violated the order by illegally adopting out my dogs to unknown parties. Despite these clear violations of a court-ordered protection order and the potential criminal actions outlined above, I have already attempted to seek assistance from the Alaska State Troopers, having spoken with Trooper Officer Ordonez #701 on March 30th, and the District Attorney's office. My concerns and the evidence I presented were disregarded, with the situation being characterized as a civil matter and a refusal to initiate an investigation. This lack of action by law enforcement officials has further endangered myself and my animals and has emboldened those who have acted unlawfully. I urge a thorough investigation into these criminal actions and the failure of local authorities to uphold a court-ordered protection order designed to ensure our safety.
