Whether animals have rights, why treating them goods and property?

Whether animals have rights, why treating them goods and property?
The Issue
Animals have feelings and legal rights to live, as per the orders passed by the Hon'ble Supreme Court of India in Jallikattu matters, like wise animals can not shifted as per their weight instead of their shape and size and Animal Welfare Board was introduced to check unnecessary pain and suffering to the animals then why AWBI and AWD does not supporting the Animal Welfare Party and OIPA - Indian People for Animals demands being an very genuine and ethical, where as Govt. of India also introduced many legislation's and experiment on animals also banned along with the testing on animals then why concerned agencies are not approving the amendment in the terms of "GOODS", where as article 51 A (g) of Indian Constitution defined the fundamental duties of every citizen of India then I am asking AWD and AWBI to take up this matter with the concerned agencies to exclude the animals from the terms of goods from the Motor Vehicle Act besides it being an living creature, no one owned animals as their owner because animal can not be treated as property like human beings because animals have similar rights to live as we have, hence I rate the said position as violation of my human rights as well and further demands the introduction of Animal Rights Commission of India.
