HB 120-Killing Feral Cats-will invite many lawsuits and is upsetting the nation
The Issue
Homeless cats live very short brutal lives whose end is often of great agony from getting hit by cars, dying slowly of diseases; people also deliberately poison them. Cats prolifically perpetuate their kind by not spay/neutering, that a quick death from gunfire or other means may seem more humane. However, please also consider also a large glut of people who take pleasure in animal cruelty and will interpret the law as they see fit as the State's blessing to skin alive, torture, and kill with agony homeless cats and kittens. They will also kill them with bow hunting, which is extremely agonizing and slow.
Gene Baierschmidt, Executive Director of the Humane Society of Utah believes that the bill will be a huge mistake and will only, "open the door for a lot of abuse to take place."

"A history of animal cruelty during childhood was significantly associated with APD [Antisocial Personality Disorder], antisocial personality traits, and polysubstance abuse. Mental retardation, psychotic disorders, and alcohol abuse showed no such association."
Also please consider a "feral cat" may just be someone's pet-even indoor cat--who accidentally wandered outside and got snuffed-is surely a cause for litigation for the perpetrator, the Counties including State.
To avoid litigation and distressing the nation at large, it is recommended to drop HB 210.
SOLUTIONS:
Please consider low cost_free spay/neuter legislation. Florida and California has a spay/neuter license tag whose revenue goes toward spay/neuter organizations and is very successful.

You may also propose an animal cruelty/animal ordinance violation surcharge: For each violation a $20 surcharge to go toward spay/neuter organizations. COST of spay/neutering is the key to get more people to fix their animal.
