Manfred Gilow was hired as Chief of Police in Hawkins,TX on or about January,2019. 

The City of Hawkins failed to perform a thorough background check. Since his employment with the Hawkins Police Department the following facts have been established.

Gilow was Terminated from Longview Police Department around 2011 after he was discovered assaulting a female during a traffic stop, and another male person who was handcuffed at the time. A lawsuit against Gilow was filed by the male and female, which was dismissed after a settlement agreement was reached.

Gilow was then hired at the Upshur County Sheriff's Office around 2012. During his tenure he was committed to a mental institution. Gilow was terminated from the sheriff's office after he had threatened his soon to be ex wife, which resulted in a magistrates order of protection being placed against Gilow.

Gilow was then hired by the Big Sandy Police Department. During his time at Big Sandy, he was found falsifying offense reports and probable cause affidavits to justify improperly searching vehicles. This resulted in a federal lawsuit against the city by a former officer who had reported Gilow's illegal actions. This case was dismissed after a settlement was reached on or about December,2019. Before being hired at Hawkins, he was being investigated for using his taser in a threatening manner against another officer.

A long history of factual evidence has created an overwhelming indication that Manfred Gilow should not be allowed to police our small community. Due to his nature he appears to be mentally unstable and has a high possibility of causing serious injury or death to an innocent person. We are petitioning directly to the Hawkins City Council to immediately terminate Gilow's employment.
