House Bill 2393 will require an annual registration and inspection of mopeds. The bill also requires operators of mopeds to enroll in safety courses to operate their mopeds and increases the fine for modifying a moped to $1,000. Effective January 1, 2015. This bill, if passed will restrict moped riders from keeping up with the flow of traffic and will make it harder for people to own and operate mopeds, thereby making moped transportation a less viable option and contributing more to already horrific traffic conditions on Oahu.
